219 AMENDING THE AGRICULTURAL AND FISHERIES MODERNIZATION ACT (AFMA) OTHERWISE KNOKWN AS REPUBLIC ACT 8435 BY PROVIDING FOR THE GRANT OF VAT EXEMPTION TO ALL ENUMERATED AGRICULTURAL INPUTS Incorporates revisions in Republic Act 8435, Agriculture and Fisheries Modernization Act (AFMA) that further strengthens the national economy by exempting the agricultural inputs - which form the very backbone of the sustainable growth envisioned for the country - from the Value-Added tax. This would then give way to a more equitable distribution of opportunities, income and wealth; a sustainable increase in the amount of goods and services produced by the nation; and an expanding productivity to raise the quality of life for all, especially the underprivileged.
869 COCONUT EMERGENCY MEASURES ACT OF 2007 Proposes emergency measure programs to alleviate the declining coconut industry through Income Supplement Projects, Marketing assistance, Transport allowance and transport equipment assistance to coconut farmer organizations and accredited oil mills, direct buying of copra by National Food Authority and Income support on regular sales of copra and whole nuts.

903 PHILIPPINE CIVIL SERVICE CODE OF 2007 Seeks to address the deeply-rooted problems confronting the public service, to wit: graft and corruption; bureaucratic red tape; violations of the rights of the employees, specifically the right to security of tenure and the right to due process of law; violations of the merit and fitness principle; partisan political activities; inadequate benefits and privileges of employees; organization ineffectiveness and the unnecessary delays in the delivery of frontline services.

A. EDUCATION
220 EXPANDED GASTPE ACT Provides necessary improvement in the voucher support system of the Expanded GASTPE law so that it becomes more responsive to the needs of the students and schools. This bill could also cater more students whose incomes are below the poverty line and cannot be accommodated by public educational institutions due to lack of facilities
69 UPGRADING THE MINIMUM SALARY GRADE LEVEL OF TEACHERS FROM SALARY GRADE 10 TO 19 Addresses the need to upgrade the minimum salary grade level of teachers from salary grade 10 to 19, corresponding to almost six thousand pesos increase in their monthly basic salaries. This act aims to attract and motivate more qualified and competent educators and improve the quality of education in public schools
215 CREATING THE CENTER FOR LEADING-EDGE EDUCATIONAL TECHNOLOGIES, PROVIDING FOR ITS ORGANIZATIONAL STRUCTURE, POWERS AND FUNCTIONS Aims to establish a Center for Leading Edge Educational Technologies (CLEET) that will bring together the academic, technological and economic forces that can advance the educational promise of affordable technologies. The focus in the establishment of CLEET is the collective resources of government and the private sector into a national force for innovation in education. It also aims to train educators, trainers and practitioners from across the nation, to influence the directions of educational technology and to assemble a high-technology facility for accessing leading-edge hardware, software and materials and a core of leadership to determine priorities and to bring technology to bear on them as appropriate.
907 PENSIONADO ACT OF 2007 Introduces a program for overseas education and training for the brightest and most promising Filipinos who are already employed (or self-employed) in a branch of science or technology along identified priority areas. This program shall affect the pooling together of all foreign and local (public or private) sponsorship intended for further education, enrichment and training of exceptionally able and highly motivated and employed Filipinos. This will also provide measures to sustain a continuing supply of highly trained leaders for industry, research and academe.
911 SCHOOL BUILDING PROGRAM ACT OF 2007 Attends to the need to create a comprehensive program to answer the problem in classroom shortage. Provision of build-operate-transfer, build-lease-transfer, build-transfer, rehabilitate-operate-transfer, and other contractual arrangements are advocated to allow the use of both government and private funds to finance the construction of needed school buildings, and the creation of an inter-agency committee to formulate and ensure the effective implementation of the program by the Department of Education. The program also provide for the integration of all the necessary information for the effective monitoring and maintenance of existing school buildings.
915 SCHOOL MODERNIZATION AND INNOVATION ACT OF 2007 Provides a broad framework for the institutionalization of a comprehensive and sustainable modernization program for the public schools. This also encourage the schools to become more innovative and resourceful in developing and implementing programs geared towards modernization and to develop mechanisms that will define the roles and responsibilities of the officials from the regional, division down to the school levels in the implementation of school modernization programs. This bill will also provide mechanism on how the private sector can participate in the program as well as define regional and school modernization plans responsive to the needs of the students in the area. The establishment of a School Modernization and Innovation Trust Fund which will augment the regular appropriations that will be provided under the annual General Appropriations Act to finance the priority programs for school modernization and improvement of public elementary and secondary schools will also be sought.
881 PROVIDING BENEFITS TO DEPENDENTS OF PUBLIC SCHOOL TEACHERS THE MAGNA CARTA FOR PUBLIC SCHOOL TEACHERS Seeks to grant additional benefits to teachers by giving their dependents the right to scholarship grants, free medical treatment and pension in case of disability of the teachers. In addition, it also encourages teachers to form cooperatives in their own municipalities to help promote their economic welfare.
866 ESTABLISHING THE PHILIPPINE AIR FORCE ACADEMY (PAFA) Establishes a PAF Academy that is geared towards making available an adequate and dedicated corps of professional Air Force officers with the proper education, training and orientation to lead and manage the complex technologies inherent in the field of aviation.
909 AN ACT TO INTEGRATE COMPUTER EDUCATION PROGRAM INTO THE EDUCATIONAL SYSTEM Integrates basics of computer applications and programming in the school curriculum and creates a Board on Computer Education. Private sectors' participation will be enlisted through the grant of fiscal incentives to private sector participants and a voucher system will be institutionalized with respect to the country's nineteen (19) poorest provinces to make these provinces at par with the rest of the country in terms of computer literacy. Community linkages among the participants are likewise enjoined to hasten the nationwide upgrading of computer skills.
917 EXPANDING AND STRENGHTENING THE COVERAGE OF RA 7323, OTHERWISE KNOWN AS THE SPECIAL PROGRAM FOR EMPLOYMENT OF STUDENTS Amends certain provisions of Republic Act No. 7323, otherwise known as the Special Program for Employment of Students (SPES). This includes the broadening of application by allowing students enrolled in the tertiary, vocational or technological education to work not only during summer and / or Christmas break, but at any time of the year. Next is by allowing small and medium scale enterprises or entities with more than ten (10) employees to adopt the program; and lastly, by penalizing persons or entities that make fraudulent claims, as well as persons or entities who refuse to honor an education voucher under this Act.
892 INSTITUTIONALIZING THE GRANT OF STUDENT FARE DISCOUNT PRIVILEGES ON LAND, WATER AND AIR TRANSPORT UTILITIES Aims to put the thrust of the memorandum circular of the Land Transportation and Franchising Regulatory Board (LTFRB) forward by institutionalizing the grant of a fare discount privilege to bonafide students on land, water and air transport utilities, not only during school days but also during Saturdays, Sundays, Christmas vacations and other holidays during a school year or school semester, whichever is applicable.
884 ESTABLISHING THE CARAGA STATE UNIVERSITY IN THE CARAGA REGION BY INTEGRATING THE NORTHERN MINDANAO STATE INSTITUTE OF SCIENCE AND TECHNOLOGY (NORMISIST) IN AMPAYON, BUTUAN CITY, THE NORTHERN MINDANAO COLLEGE OF ARTS, SCIENCE AND TECHNOLOGY (NMCAST) IN CABADBARAN, AGUSAN DEL NORTE, AND THE SIARGAO NATIONAL COLLEGE OF SCIENCE AND TECHNOLOGY (SNCST) IN DEL CARMEN, SIARGAO, SURIGAO DEL NORTE AND APPROPRIATING FUNDS THEREFOR Seeks to convert the Northern Mindanao State Institute of Science and Technology (NORMISIST), the Northern Mindanao College of Arts, Science and Technology (NMCAST), the Siargao National College of Science and Technology (SNCST) into the CARAGA STATE UNIVERSITY SYSTEM (CSUS). The NORMISIST in Butuan City shall be the main campus, with the NMCAST in Cabadbaran, Agusan del Norte and SNCST in Siargao, Surigao del Norte as the other campuses.
B. HEALTH
865 CREATING A DENTAL UNIT UNDER THE DEPARTMENT OF HEALTH AS PART OF THE PRIMARY HEALTH CARE APPROACH IN THE DELIVERY OF HEALTH SERVICES Proposes to create a dental unit in each of the 2,299 rural health units as part of the human resource development to meet the needs of the Primary Health Care strategy in the delivery of health services.
237 CHILD NUTRITION ACT OF THE PHILIPPINES A budgetary allocation shall be made to institutionalize a School Feeding Program throughout the public elementary school network; incentives shall also be given to private companies donating milk, juices, food and the like to the School Feeding Program.
873 AUTHORIZING GOVERNMENT HOSPITALS TO UTILIZE ALL ITS INCOME FOR HOSPITAL OPERATIONS Proposed measure seeks to give more meaning to the autonomy of government hospitals in the area of physical and operational development by granting them the authority to utilize their income for their maintenance and other operating expenses (MOOE) and capital outlay expenditures. Through this proposal, DOH hospitals and all other government hospitals for that matter shall now be granted authority to retain their income permanently, without need of proposing its inclusion in the GAA on a yearly basis.
894 HEALTH WORKER'S DAY ACT Seeks to re-establish May 7 of each year as "Health Workers' Day" to give due respect and appreciation to the services of the main pillars of the country's health care system. Health workers are our doctors, nurses, midwives, dentists, technicians, nutritionists, therapists, aides, and all other medical and allied professionals and support services personnel who work vigorously in our hospitals, clinics, barangay health centers and health care units in rural and urban areas.
218 CHILDREN'S HEALTH INSURANCE PROGRAM Proposes to increase and expand the scope and coverage of NHIP by also covering the children. The Children's Health Insurance Program (CHIP) is designed for low-income families who cannot afford to insure the health needs of their children. Eligible low-income children shall be entitled to a full range of health services including regular checkups, immunizations, prescription drugs, lab tests, X-rays, hospital and clinic visits, durable medical equipments, hospital visits, dental and eye care.
C. SOCIAL WELFARE
65 EXPANDED SENIOR CITIZENS LAW This measure seeks to exempt senior citizens from the Expanded Value Added Tax of the sale of goods and services by amending certain provisions of RA 9257. This would allow the senior citizens to enjoy the full 20% discount privilege.
214 MAGNA CARTA OF FILIPINO SEAFARERS Advocates the welfare of Filipino seafarers by protecting and promoting the seafaring employment industry, revising the legislative code for the maritime employment industry. This bill also contains initiatives on educational curriculum, employment system and post-employment support for seafarers and their families.
ENERGY
211 RENEWABLE ENERGY RESOURCES ACT OF 2007 Proposes measures to strengthen and institutionalize current efforts to implement and develop decentralized, area-based and integrated energy program for the promotion, production, commercialization and utilization of renewable energy systems by providing benefits and incentives to entities and stakeholders engaged in the manufacture, distribution and use of these NREs
899 AMENDING THE ELECTRIC POWER INDUSTRY REFORM ACT This bill seeks to prevent power generators and distributors from passing on the costs of their inefficiency, mistakes and questionable onerous contracts they have entered into to the end-users through:
•Cost-sharing of stranded costs of NPC between the NPC and the end-users, the amount to be shouldered by end-users shall be limited to twenty three centavos (P0.23);
•Mandatory requirement by distribution utilities to refinance their stranded contract costs, the cost of refinancing together with the stranded cost recovery being capped at a maximum of twenty three centavos per kilowatt hour (P0.23/kwh);
•Limitation of PPA charged by distribution utilities to twenty three centavos (P0.23); Exemption from PPA of end-users consuming less than 100 KWH a month; 50% discount on PPA or universal charge for end-users consuming 100 KWH to less than 300KWH a month;
•Retail competition and open access on distribution wires;
•Stringent review by the NPC of its stranded costs;
•Performance Based Revenue forms of rate setting for transmission and distribution utilities; and a review of the Return on Rate Base method currently adopted, including disallowance of certain deductions from the return on rate base;
•Prohibition of cross-ownership and bilateral contracts between generation companies and distribution utilities and limited cross-ownership among generation companies; and
•Arms-length review and renegotiation of all IPP contracts, the benefits from the renegotiation directly translating the lower PPA and stranded cost charges to the end-users by an international panel of experts.
ENVIRONMENT
913 TREE FOR LEGACY ACT OF 2007 Tree for Legacy Act as a Forest Management Program is a measure to attain sustainable forest management in the country. Its objectives are consistent with Executive Orders 263 and 318 in promoting community-based ('people-based') approaches. Further, this bill also encourages tree plantation development from both private and public lands, which is very important in integrated watershed management.
901 SUBIC-BATAAN NATURAL PARK ACT OF 2007 Seeks to provide for the establishment of the Subic Watershed Forest Reserve and the Bataan Natural Park as protected areas. This will be done so as not to allow such areas to turn into irreparable bio-diversity hotspots. This imperative piece of legislation would supplement Republic Act No. 7586 or the National Integrated Protected Areas System Act and would also be a noteworthy compliance with our country's international commitments. Furthermore, this is a major leap towards the sustainable development and management of our national ecological treasures, as the bill seeks to respond and balance the objectives of biodiversity and the needs of the upland and lowland residents in and around the protected and buffer areas.
868 CASECNAN PROTECTED LANDSCAPE ACT OF 2007 This bill seeks to provide for the establishment of the Casecnan Protected Landscape (CPL) as a protected area, which is part of the Sierra Madre Mountain Range, the Caraballo Mountain and Mamparang Mountains.
893 MERCURY REDUCTION ACT OF 2007 Introduces a three-pronged plan to address the global issue that is Hg pollution through switch of mercury-using products and processes to non-mercury alternatives as there are indeed, less hazardous alternatives for most mercury-containing items; control of mercury release; and mercury waste management.
872 AN ACT TO STANDARDIZE AND ENHANCE THE PRACTICE OF AGROFORESTRY IN THE COUNTRY, CREATING THE BOARD OF AGROFORESTRY UNDER THE PROFESSIONAL REGULATIONS COMMISSION, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES Establishes the distinct role of agroforestry as a science and as a profession in providing the farm households with stable and ready source of sufficient food to reduce the upland farmers' food insecurity. This bill also strengthens the role of agroforestry as an essential part of the effort to feed the people in our uplands by allowing the production of "more food on less land and less labor."
902 CORDILLERA TERRACES AUTHORITY OF 2007 This bill is a first step towards an overall terraces management and preservation strategy with the end in view of establishing a permanent, efficient, and effective body to coordinate and lead efforts to safeguard, restore, and protect the Terraces of the entire Cordillera Region. A Ten-Year Cordillera Terraces Master Plan will also be formulated.
885 AMENDING THE MARINE POLLUTION DECREE OF 1974 Defines the guidelines under which the Commandant of the Philippine Coast Guard may allow the dumping of waste materials. It likewise authorizes the adoption of a dumping system which shall take into account the characteristics and composition of the waste materials.
FAMILY CODE
890 LEGITIMATION OF CHILDREN BORN TO PARENTS BELOW MARRYING AGE, AMENDING FOR THE PURPOSE THE FAMILY CODE OF THE PHILIPPINES Incorporates the amendment of a proviso of the Family Code to uphold the rights and human dignity of children born out of wedlock to parents who are disqualified under the law to marry each other because of minority issue.
FINANCIAL REFORMS
70 PERSONAL EQUITY AND RETIREMENT ACCOUNT (PERA) ACT OF 2007 PERA is a long-term savings plan designed to achieve a comfortable and financially secure retirement through planned savings, sound investment and tax exemptions.
62 CREDIT INFORMATION BUREAU SYSTEM ACT Addresses the need to create a comprehensive and centralized credit information system for all entities involved in the financial system. The bureau is expected to direct its services and operations towards improvement in credit.
61 CORPORATE RECOVERY ACT This measure seeks to improve the insolvency procedures to make the debt recovery process more efficient
871 AN ACT AMENDING RA 7653 ENTITLED THE NEW CENTRAL BANK ACT AND FOR OTHER PURPOSES Incorporates additional features that strengthens BSP's mandate to oversee the banking system. The supervisory powers of the BSP are sought to be expanded to make it more flexible in adapting to an environment of growth of investment s in the financial system vis-à-vis the protection of deposits from possible abuses
64 PRE-NEED CODE OF 2007 Seeks to establish rules to govern the operations of pre-need firms and provide protection to consumers.
63 REAL ESTATE INVESTMENT TRUST ACT Promotes the establishment of a legal and regulatory framework and the creation of a favorable market environment for real estate investment trusts.
875 REQUIRING THE SUBMISSION TO CONGRESS OF THE CORPORATE BUDGET OF ALL GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS, THEIR SUBSIDIARIES AND AFFILIATES, AMENDING FOR THE PURPOSE, SECTION 13 OF PD 1177, OTHERWISE KNOWN AS THE "BUDGETARY REFORM ACT OF 1977. Amends the "Budget Reform Decree of 1977," to the effect that in addition to the annual budget of the national government which the President is required to submit to Congress (the basis for the enactment of a General Appropriations Act), it shall also include in its budget submission the proposed corporate operating budgets of government - owned or controlled corporations, their subsidiaries and affiliated companies, which require national government budgetary support. The bill also requires these GOCC's to submit to Congress separate and yearly financial performance reports vis-a-vis their approved budgets, as well as status reports on obligations they have entered into which are backed by government guarantees.
1181 COLLECTIVE INVESTMENT SCHEMES LAW Proposes to establish a comprehensive regulatory framework for all forms of CIS that seeks to eliminate existing differences in regulatory treatment. This bill also seeks to balance the interests of the investors, by incorporating mechanisms that would safeguard the public interest, at the same time recognizing the interests of the other parties involved in the CIS industry, by giving them flexibility to expand their CIS businesses. It is also aimed in promoting the application of fiduciary principles in investment management and administration of investment companies as well as preventing abuse and protecting the interests of the investing public
898 REAL PROPERTY APPRAISAL AND ASSESMENT REFORM ACT OF 2007 Separates valuation and assessment function from tax setting and political influence so as to ensure equity in real property taxation. Establishment of an appraisal authority, responsible for regulating and overseeing all LGUs and NGAs' appraisal activities, as is provided in this measure, will also be done. The said authority will maintain the integrity of real property appraisal and will ensure that a nationally consistent, equitable and dependable valuation system for real property taxation is in place. Eventually, this will provide a wider taxation base resulting in improved and enhanced tax collection, which will rightly address the fiscal woes that beset the country today.

900 FOREIGN CONSULTANT'S DISCLOSURE ACT OF 2007 Seeks to require full disclosure of the identity, nature of work, and compensation of foreign consultants hired or retained by the Government, its agencies, instrumentalities, including government - owned or - controlled corporations (GOCCs) and their subsidiaries.
891 PHILIPPINES-FRANCE FRIENDSHIP DAY Commemorates the cultural and historical ties, friendship and cooperation between the Philippines and France every 25th of June
896 PHILIPPINE PASSPORT ACT OF 2007 Simplifies the passport documentation requirements and processes before the Office of Consular Affairs, DFA, adds grounds for its amendment, suspension and revocation, rallies for the issuance of passports using tamper proof and the latest data encryption technology, as far as practicable; and provides stiffer penalties against the perpetrators of the proliferation of "fake passports"
870 CIVIL AVIATION ACT OF 2007 Creates the civil aviation authority of the Philippines for the regulation of all civil aviation activities and institution of safety requirements, defining its powers and functions, and for other purposes.
CULTURE AND ARTS
912 DECLARING THE SHEIKH KARIMUL MAKHDUM MOSQUE, CONSIDERED AS THE FIRST AND OLDEST MUSLIM HOUSE OF PRAYER OR MOSQUE IN THE PHILIPPINES, AT TUBIG, INDANGAN, SIMUNUL, PROVINCE OF TAWI-TAWI, AS A NATIONAL SHRINE Declares the Sheikh Karimul Makhdum Mosque as a national shrine to underscore the immense contribution of Islamic faith to the enrichment, vibrance and diversity of our culture and civilization.
910 ART FORGERIES ACT OF 2007 Defines the crime of art forgery, providing penalties thereof and creating the art authentication board and for other purposes. Protect, conserve, develop and promote the nation's cultural heritage, artistic creations and resources.
66 NATIONAL HERITAGE ACT OF 2007 Fosters the preservation, enrichment, and dynamic evolution of a Filipino culture based on artistic and intellectual expression. It shall conserve, promote and popularize the nation's historical and cultural heritage and resources, as well as artistic creations, which will be under the protection of the State.
JUSTICE
213 AN ACT RATIONALIZING THE COMPENSATION BENEFITS AND OTHER PRIVILEGES AND INCENTIVES FOR THE MEMBERS OF THE NATIONAL PROSECUTION SERVICE AND THE OFFICE OF THE CHIEF STATE COUNSEL IN THE DEPARTMENT OF JUSTICE, AND THE OFFICE OF THE OMBUDSMAN Raises the level of competence, ensures the integrity of the prosecutors and state counselors and improves the compensation system for members of the National Prosecution Service and the Office of the Chief State Counsel to be able to attract the best and the brightest.
212 EXPANDED RETIREMENT LAW FOR PROSECUTORS IN THE NATIONAL PROSECUTION SERVICE AND IN THE OFFICE OF THE OMBUDSMAN Establishes a generous retirement benefit package for prosecutors in the National Prosecution Service of the Department of Justice.
897 AMENDING ARTICLE 334 OF ACT NUMBER 3815 (ON CONCUBINAGE) Remedies such inequality in the law by amending Article 334 of the Revised Penal Code. The amendment deletes the phrase "under scandalous circumstances", increases the penalty and qualifies the penalty to be imposed on the concubine.
882 PRESCRIBING STRICTER PENALTIES ON THE CRIME OF DELIVERING PRISONERS FROM JAIL AND INFIDELITY IN THE CUSTODY OF PRISONERS Seeks to increase the penalties on our Public Officials and employees in charge of custody of prisoners for their negligence, connivance with or consent to jail escape.
918 ABOLISHING THE PENALTY OF IMPRISONMENT IN LIBEL CASES, AMENDING THE REVISED PENAL CODE In libel cases, the penalty of fine must be sustained. However, imprisonment might preclude the person in the future from doing his job with zeal and critical eye therefore the abolishment of the penalty of imprisonment.
878 ACT GIVING OFFENDERS THE FULLEST BENEFIT OF PREVENTIVE IMPRISONMENT, AMENDING THE REVISED PENAL CODE Offenders or accused who have undergone preventive imprisonment shall be credited in the service of their sentence consisting of deprivation of liberty, with the full time during which they have undergone preventive imprisonment if the detention prisoner agrees voluntarily [in writing] to abide by the same disciplinary rules imposed upon convicted prisoners, except in some cases.
895 AN ACT AUTHORIZING THE COURT TO REQUIRE COMMUNITY SERVICE IN LIEU OF IMPRISONMENT FOR THE PENALTY OF ARRESTO MENOR, AMENDING THE REVISED PENAL CODE Requires community service in lieu of service in jail for offenses punishable by arresto menor as the court may determine fit. This kind of flexibility in our sentencing procedure will decongest our local jails and prevent altogether the criminalization of the offender by his confinement in our already overcrowded jails.
874 DNA ANALYSIS ENHANCEMENT ACT OF 2007 Institutes reforms in the criminal justice system by enhancing DNA technology analysis as a potent investigative tool, creating the DNA advisory board under the national bureau of investigation, and for other purposes
886 AN ACT ADOPTING A SALARY SCHEDULE FOR THE MEMBERS OF THE BENCH AND OTHER LAWYERS IN THE JUDICIARY, PROVIDING FUNDS THEREFORM AND FOR OTHER PURPOSES Raises the level of competence and ensure the integrity of the Justices, Judges and lawyers in the Judiciary; and Improves the compensation system for the members of the Bench, including court personnel, to be able to attract the best and the brightest to the Judiciary.
1223 LEGISLATIVE CAREER SERVICE Ensures the recruitment and training of a service-wide pool of properly selected and development-oriented legislative corps; devises a retirement scheme and provides benefits for all officers and employees in the Legislative Career Service.

904 DECLARING AN ELECTIVE OFFICIAL IPSO FACTO RESIGNED FROM HIS ELECTIVE OFFICE UPON THE FILING OF HIS CERTIFICATE OF CANDIDACY Declares that any elective official, whether national or local, running for any public office other than the elective position which he is holding in a permanent capacity shall be considered ipso facto resigned from his office upon the filing of the certificate of candidacy.

879 AMENDING SECTION THREE OF REPUBLIC ACT 340, AS AMENDED OTHERWISE KNOWN AS THE ARMED FORCES RETIREMENT LAW Authorizes the surviving legitimate, adopted or acknowledged natural children of such officer or enlisted man and/or widow, who has been retired or would, at the time when he died, to be entitled to receive in equal shares and with the right of accretion, seventy-five per centum of the annual retirement pay, which the officer or enlisted man was receiving or would have been entitled to receive if he had not died.

Owns and/or operates powerhouses, hotels, restaurants, terminals, warehouses, timber concessions, coal mines, iron and other mineral properties and to manufacture rolling stocks, equipment, tools and other appliances, to construct and operate in connection with its railroad lines, toll viaducts, toll tunnels and the like.
216 CREATING THE QUEZON CANAL ZONE AUTHORITY Negotiates with interested private investors and be responsible for the construction, operation, management and administration of the Quezon Canal and the Canal Zone from the Municipalities of Atimonan and Unisan, both in the Province of Quezon
883 RURAL EMPLOYMENT GENERATION ACT OF 2007 Accelerates the development of idle and underutilized agricultural land throughout the country as a means of generating rural economic activity, especially since the majority of our country's poor population belongs to the rural sector. In generating rural employment, it is anticipated that at least one person will find employment for every hectare developed, with an increase in income of Twenty Five Thousand Pesos (P25, 000.00) per farmer.
888 MINDANAO DEVELOPMENT INCENTIVES ACT Provides for investment incentives to accelerate development in Mindanao, creating the Mindanao incentives development authority for this purpose, and for other purposes
916 RURAL AIR TRANSPORT Proposes the establishment of private rural airport that will encourage economic activity in the hinterlands, by serving not only as transportation hubs but also as industrial, commercial and service centers which will provide countryside employment to uplift the rural standards of living. The government, in tie up with the private sector, shall undertake the identification, construction, repair, maintenance, modernization and activation of rural infrastructures.
TRADE AND COMMERCE
905 RATIONALIZING THE FORFEITURE AND DISPOSITION OF PROPERTY SEIZED BY THE BUREAU OF CUSTOMS, AMENDING FOR THE PURPOSE CERTAIN SECTIONS OF THE TARIFF AND CUSTOMS CODE OF THE PHILIPPINES The disposition and forfeiture of goods seized by the Bureau of Customs will be strengthened under this bill. To expedite the disposition of these goods, the Secretary of Finance, upon recommendation of the Commissioner of Customs, is empowered to summarily seize and sell the same. Moreover, no temporary restraining order shall lie against the seizure and disposition of the subject goods as well as the aircraft or vessel used in transporting the same.
880 AMENDING CERTAIN PROVISIONS OF THE INTELLECTUAL PROPERTY CODE OF THE PHILIPPINES Seeks to amend the Code through the integration of comprehensive and efficient strategies to respond to the upsurge of internet piracy. Also, it seeks to give recognition to the rights of performers, phonogram producers and broadcasters as are accorded authors of artistic and literally works, by acknowledging their right to control or be compensated for the various ways in which their works are used or enjoyed by others. This measure also seeks to recognize rights to distribution and rental, and rights to receive payments for certain forms of broadcasting or communication to the public.
